Can a Haven be called Quarantine if it's used to keep people in, and keeping the disease out?

Lets say fifty years from now, things are...deplorable. (hypothetically speaking) and a virus or epidemic is out of control. Would a place to keep healthy people in and infected people out be considered quarantine? It is part of a story I must tell...
