How do I make a .wma file and a .wav file using Windows Vista?

I'm trying to use NTI Wave Editor on my computer that uses Windows Vista. It seems that I cannot make a .wav file (or is it a .wma file? I can't remember..)! Its really annoying because I'm dying to use the editor. Can someone help?
